Applies principles of cost accounting to collect and analyze diverse and complex historical and estimated cost and pricing data. Prepares and analyzes production cost performance data. Utilizes diverse and complex databases, program knowledge, and historical data to prepare bids and cost proposals that are economically feasible and competitive. Performs risk analyses and negotiates business proposals.

Develops basis of estimate, with others, for diverse and complex products and services by collecting historic and estimated operational data in order to provide cost information necessary for preparation and negotiation of proposals. Develops cost proposal rationale, cost breakdowns, and supporting data by determining the information required by the company and the customer. Identifies factors required to provide cost and price information data. Provides analyses of cost data and makes recommendations to management regarding price. Analyzes varied and complex cost data to determine projected profits or potential losses. Performs risk analysis as needed. Represents the company in contract negotiations by providing information and influencing the process in the best business interest of the company. Promotes the company’s best interests by maintaining profitability targets and direction. Ensures compliance with federal, state and other related pricing laws, regulations and guidelines to minimize legal and financial exposure. Prepares special reports by collecting, analyzing, and summarizing diverse and complex information and trends. Guides cost analysis process by providing information on trends and forecasts; explaining processes and techniques; and recommending actions. Applies continuous improvement techniques and methods to internal processes and systems. May lead or be assigned to a special project team. Recommends actions by analyzing and interpreting data and making comparative analyses. Analyzes proposed changes in methods and materials. Provides make or buy analyses for major components. Analyzes actual manufacturing costs and prepares periodic reports comparing standard costs to actual production costs. Provides management with reports specifying and comparing factors affecting prices and profitability of products or services. Maintains customer confidence and protects operations by keeping financial information confidential. Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing networks, and/or participating in professional associations. May provide leadership to others in cost/price or related areas or on a business team. Acts as prime contact on high level projects. Establishes goals and objectives required to complete projects. Trains and mentors less experienced employees. Drives process improvements within the pricing function, to streamline the quoting and reporting process to assure that turn times meet internal/external customer expectations. Shares specialized knowledge with others. Represents company on high level projects and regular government audits of policies and procedures. Represents the division pricing team in interdivisional projects and analyses. Contributes to team effort by accomplishing related results as needed. Work assignments may include cross-functional or project team responsibilities (e.g. continuous improvement).

Education and Experience Bachelor’s degree (BA) in Accounting, Business Administration, or a related field, or an equivalent combination of education and experience which has provided both theoretical and practical knowledge in the field. Demonstrated ability to perform the essential functions of the job typically acquired through six or more years of related experience. Experience in a manufacturing organization, where there is a complexity of machining, assembly, and other vertically integrated processes; experience with complex bill of materials for similar types of products and assemblies – are both highly preferred. Thorough knowledge of accounting principles, laws, and regulations, including Cost Accounting Standards (CAS) and/or Federal Acquisition Regulations (FAR). Knowledge of industry practices, regulations, and policies. Ability to effectively assess and implement continuous improvement principles and techniques. Proficient with automated estimating, pricing, and accounting systems, pricing spreadsheet and database applications, and standard business applications software. Ability to read, analyze, organize, and interpret complex estimates, pricing proposals, and financial reports. Ability to write reports and business correspondence. Ability to respond to questions from management and customers, and respond to inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to effectively communicate and present information to team members, team leaders, and top management. Ability to demonstrate team member competencies and participate in goal-setting, performance feedback, and self-development activities.
